　　2全河南108個縣，均有能獨立開展白內障復明手術的醫療機構

　　河南省衛生計生委巡視員黃瑋介紹，河南各級政府高度重視並將防盲治盲工作納入健康中原總體工作規劃，建立完善瞭省、市兩級防盲治盲管理、技術指導和服務體系，基層眼科服務能力提升明顯。全省108個縣均有能夠獨立開展白內障復明手術的醫療機構，同時針對性地開展瞭以白內障為主的多個主要致盲性眼病防治項目，主要致盲性眼病得到有效遏制。

　　由原國傢衛生計生委醫院管理研究所牽頭、河南省參與調研並形成的最新一次《河南省眼科服務能力調查統計報告》顯示，全省眼科開放床位數6188張，門急診401.2萬人次，住院23.8萬人次，手術量39.6萬臺;眼科技術人員5907名，其中眼科醫師1416名(能獨立開展白內障手術醫師752名)，眼科護理人員1985名(五官科兼職護理人員535名)，驗光師(配鏡師)200名(每百萬人口驗光師數量是2.89名，42.59%的縣有驗光師提供視光服務)。在有效統計的全省326傢醫療機構中，能夠開展眼科醫療服務的縣級綜合醫院192傢，63.54%的縣級綜合醫院有設立獨立的眼科，76.01%的縣級綜合醫院可以開展白內障手術，29.45%的醫療機構能夠提供低視力康復服務。

　　3眼病防控工作艱巨，眼科醫生相對短缺

　　1. 近視患者數量龐大，青少年近視率世界第一位

　　根據2016年北京大學中國健康發展研究中心發佈的《國民視覺健康》白皮書顯示，2012年中國5歲以上總人口中，屈光不正的患病人數在5億左右，其中近視的總患病人數在4.5億左右，高度近視總人口高達3000萬。如果缺乏有效的政策幹預，到2020年，我國5歲以上人口的近視患病率將增長到51%左右，患病人口將達7億。按照河南占全國人口7.8%推算，全省約有3500萬近視患者。

　　另外據教育部2015年發佈的“全國學生體質與健康調研”結果報告顯示，2014年中國小學生視力不良檢出率達到45.71%，初中生達到74.36%，高中生達到83.28%，青少年近視率逐年迅速增加，已經高居世界第一位。按照全國學生近視率推算，全省中小學生總計1050萬人近視。

　　2. 糖尿病視網膜病變早期診斷率低

　　在常見性、多發性眼病中，糖尿病視網膜病變的危害不可忽視。據統計，中國糖尿病患者超過一億，其中30%患者存在糖尿病視網膜病變。此類患者早期診斷率很低，隨著病變發生視力逐步減退，容易導致失明等嚴重不良後果，影響生活質量。

　　河南省立眼科醫院副院長金學民表示，造成這種現象的原因主要有以下兩點：

　　(1)部分糖尿病患者不註意眼科的檢查;

　　(2)眼科醫生相對短缺、專業診斷方面存在一定的短板，患者的規范化、精準化診療需要與專業高效診療能力欠缺之間的矛盾較為明顯。

　　3. 致盲性眼病得到有效遏制

　　從全國范圍來看，主要致盲性眼病得到有效遏制，眼科醫療衛生事業快速發展，縣醫院眼科服務能力進一步提升。

　　4. 眼病防治工作依然任務艱巨

　　隨著我國經濟社會快速發展、人口老齡化進程加快以及人民群眾對眼健康需求的不斷提高，我國眼病防治工作依然任務艱巨。我國仍然是世界上盲和視覺損傷患者數量最多的國傢之一。

　　此外，年齡相關性眼病患病率升高，青少年屈光不正等問題日益突出，農村貧困人口白內障致盲的問題尚未完全解決，眼科醫療資源總量不足、質量不高、分佈不均的問題依然存在，基層眼保健工作仍需加強，群眾愛眼護眼的健康生活理念還需進一步普及和強化。

　　(3)組織到中小學開展義診篩查。義診活動中，專題宣講青少年近視防控知識，免費為學生進行視力、驗光、裂隙燈顯微鏡及眼底檢查等，同時將檢查結果記錄並建立病歷檔案。

　　針對下一步重點工作，黃瑋表示，今後全省眼健康工作將堅持以人為本，將人人享有基本眼科醫療服務、逐步消除可避免盲和視覺損害、提高人民群眾眼健康水平作為開展眼病防治工作的出發點和落腳點，將眼病防治工作納入醫療衛生服務體系統籌規劃。

　　具體措施包括：一是完善眼病防治服務體系;二是加強人才隊伍建設;三是防治主要眼科疾病;四是規范開展低視力康復工作;五是加強眼健康宣傳教育工作;六是加強眼健康信息化建設;七是加強多學科協作，提升創新水平，加強人工智能技術在眼科領域的研發、應用和推廣，推動眼科醫療服務水平的提升。
